Les relations Etat-entreprises dans le Viet Nam contemporain

Abstract : The renovation policy is shaking up enterprises environment. It renews the connection between enterprises and the state. How does the interconnection between the state apparatus and economic agents form today? Economic activities press upon new bases: private ownership, contract, profit-seeking, the law of supply and demand. The state now recognizes the decisions of autonomous economic agents. It uses incitement and governs by law. The adaptation of entrepreneurs to the market economy opens a phase of instability. Freed from bureaucratic authority, entrepreneurs find themselves confronted with an experimental deconstruction. The models of action are eclectic, the economic circuits transformed. The state uses this opportunity to strengthen its implication and implement the development strategy defined by the Communist Party. It has a capacity for influence over economic agents in theory free but dispersed and dependent. Indeed, on the one hand, companies are in keeping with the state-controlled society; they operate within a field defined and ordered by state. On the other hand, the state is establishing itself as a support for companies. Founder of the legal framework, he organizes the new socio-economic structure. It offers financial and practical support as well as protection from competition. Its presence in the field of services, of which it controls the key elements, gives it the means to distil resources. It favours state-owned enterprises to make them the heart of the development dynamics. The establishment of human links between public and private enterprises, and the impact of public orders on the private sector, support his project. Entrepreneurs are engaged in a participatory relationship of conflicting exchanges through dialogue. Throughout the process, the state is present and even unavoidable. Yet the state order is not proven at the end of the century. The internalization of the law remains partial, the use of services uneven. Private entities are making progress in the area of business assistance and threaten state precedence. The permanence of a state order indicates, however, that state logic resists.
