Les « féministes d'État » des années 2000 en Corée du Sud par le prisme de Han Myung-sook : émergence, réseaux et effets

Abstract : The 2000s in South Korea was marked by the accelerated institutionalization of the women’s cause, in particular with the successive creation of two bureaucratic bodies: the Special Commission on Women in 1998, and later, the Ministry of Women in 2001. Through the establishment of these bodies –inspired by the “gender mainstreaming” approach which opened up a new field of activism– feminist activists integrate the State as “bureaucrats” by asserting their militant capital and skills, and by deploying their networks within the State. As such, these "State feminists" contribute to amending emblematic laws in favor of gender equality all the while jointly leading reform movements with feminists outside the State. In this context, the South Korean “women’s cause field" starts to change, dominated until then by feminist organizations. Han Myung-sook, formerly head of the Ministry of Women, is one of the bureaucrats who represents this feminism "from above" of the 2000s. Through the lens of this feminist activist, this paper wishes to retrace this period during which emerge “State feminists” to better understand the current configuration of feminist movements in South Korea. Relying on the reconstitution of the social trajectory of Han and her associates, it aims, on the one hand, to look at the social and political conditions which allow them to converge onto the political field and, on the other hand, to examine the way in which they position themselves within the State, in order to grasp the effects of this “State feminism” of the 2000s.
